For the current Structural Funds Programme 2000-2006, the North West has adopted an Action Plan approach. This means that projects are presented as part of an overall strategic package, rather than assessed on an individual basis. This package is called an Action Plan, and is fronted by an Action Plan Partnership who act as the Accountable Body. 

An Accountable Body has Government Office authorisation to assume responsibility for appraising and approving their own projects below a certain level of funding without recourse to the Government Office. Previously, the Government Office signed contracts with successful project applicants on behalf of Secretaries of State.
